Peers debated the plans to replace student maintenance grants with loans when Labour proposed a “motion of regret” on the proposal. Labour Peer Lord Stevenson introduced the motion and offered now familiar arguments against the plans. During which he mentioned the Sutton Trust, quoting Unfair Deal when he said “shifting grants to loans may move them off the balance sheet, but it could also put off many low and middle income students and tip the balance against their going to university”.
