No other country has a two-nation education system, where the most powerful people in society opt out of the state sector. This report analyses the problem, and proposes Open Access as a practical and effective way of healing the divide. This paper argues for the extension of open access to independent day schools, building on the success of our pilot scheme at the Belvedere School in Liverpool.
